From the cathedral, Juscelino drove to the National Congress. An endless queue of cars followed him. A large crowd had gathered in the surroundings of the National Congress, at the entrances, in its rooms and the halls. The President and other dignitaries could hardly pass.

A commission of members of parliament had been set up to conduct JK to the office of Representative Ranieri Mazzilli, President of the House of Representatives. However, the commission got lost in the mess. At this moment, Representative José Bonifácio de Andrada, first secretary of the House of Representatives improvised a “safe passage” with the assistance of congress employees so that the President could walk through the crowd.

José Bonifácio, Representative of the UDN (National Democratic Union), the strongest opposition party, had been against the construction of Brasília and an adversary of JK in Minas Gerais state. Mazzilli alluded to the initiative of this Representative when he sent the President his regards.

— “Yes, regards”, said the opposition leader, “I am a friend of Juscelino’s. Our differences are exclusively political and if they did not get better, it was because he surprised us this way...”

The surprise he referred to was the completion of Brasília’s construction.

The President laughed, and alluding to the pioneering idea of another José Bonifácio, the Patriarch, he said:

— "It was not me who surprised you, Zezinho, but your grandfather..."

The official program foresaw that the Senate and the House of Representatives would hold separate sessions in the morning to celebrate their installation in the new capital. Two hours later, there would be a common solemn session of the two houses in the presence of the President of the Republic, the Pontifical Legate, Ambassadors in Special Mission, and the President of the Supreme Court, Ministers, Governors, other dignitaries and guests. One day before the scheduled sessions, the organizers decided to hold just one, joint ceremony.

Juscelino entered the plenary of the House of Representatives accompanied by the new Parliamentary Commission at 11.40a.m. He was received with intense applause. Dignitaries and guests, representatives and senators, and the people in the balconies shouted “Viva Juscelino” (“Live long, Juscelino”) while the President crossed the central corridor to his place at the table, from which he waved to those who applauded him. Whenever his name was mentioned in speeches, there was enthusiasm and applause.

The Vice President of the Republic and President of the National Congress, João Goulart, opened the session. In his address, he declared the office of the Congress in the new Capital officially installed. Filinto Muller, Vice President of the Senate, and Ranieri Mazzilli, President of the House of Representatives, gave speeches too.

When closing the solemn session, João Goulart asked the same commission which had accompanied the President when he entered the congress to accompany him on his way out. But the hall of congress was overcrowded, and the people tried to carry the President on their shoulders to his car. A good dose of diplomacy was necessary to avoid this. A deal was struck: Hundreds of JK’s autographs were exchanged against this homage.
